§ 4.25. Expansion/Rehabilitation of Existing Utilities and Facilities, and Future Needs for Government Services

  • Wisconsin comprehensive planning statutes require that the utilities and community facilities element of a comprehensive plan identify the need for the expansion, construction or rehabilitation of existing utilities and facilities. An assessment for future needs of government services must also be included. The City of Greenwood has completed an assessment of needs related to utilities and community facilities as well as recommendations with regard to services in the city. Improvements were classified as either the short term (expected to be completed within the next five years, 2004-2008) or long term (to be completed after year 2008). The result of this assessment process is provided below.

    Public Buildings and Administrative Facilities and Services

    Short Term

    • Build and/or renovate City Hall.

    Long Term

    • Build a new city garage.

    Police Services

    Short Term

    • Maintain mutual aid agreements with county and surrounding towns and cities to share resources and responsibilities.

    Fire Protection and EMT/Rescue Services

    Short Term

    • Retain existing fire and emergency personnel. Perhaps pursue some type of compensation to include retirement benefits.

    Libraries, Cemeteries, and Other Quasi Public Facilities

    Short Term

    • Continue to pursue a combined city and public school library.

    Long Term

    • Build a new library and city hall that would be combined if not accomplished in the short-term.

    Parks and Recreation

    Short Term

    • Complete recommendations as identified within the Clark County Outdoor Recreation Plan.

    • Continue to maintain the existing park system already in place.

    Long Term

    • Continue the passive development of the greenspace areas throughout the city.

    Solid Waste and Recycling

    Short Term

    • Continue to use the services of private haulers.

    • Work with county to increase the number of Clean Sweep events.

    Long Term

    • Execute joint agreements with other communities or the United Communities of Clark County group in bidding any future solid waste and recycling contracts in an effort to reduce local cost.

    Sanitary Sewer Service

    Short Term

    • Maintain and upgrade the WWTP facility and equipment.

    Long Term

    • Bridge Rock Creek and extend sewer service to the homes in the southern part of the city not on municipal service.

    • Combine sewer services with the City of Loyal.

    Private Onsite Wastewater Treatment Systems (POWTS)

    Short Term

    • Monitor existing systems in the city to ensure health requirements are being met.

    Long Term

    • Add all homes with POWTS to the municipal system.

    Public Water

    Short Term

    • Replace and upgrade all lines that area old and contain lead.

    Long Term

    • Erect another water tower on west side of city.

    Stormwater Management

    Short Term

    • Clean catch basins and keep street clear of rock and debris.

    Long Term

    • Install collection devices on the end of all storm sewer lines.

    Health Care and Chile Care Facilities

    Short Term

    • Continue to investigate options for joint public/private child care.

    Local Roads and Bridges

    Short Term

    • Work with the county to replace bridge over Black River.

    • Continue improving roads based on city's repair schedule.

    • Work with State on reconstruction of STH 73 through city (Main Street). Reconstruction of Hendren Avenue, to which traffic will be detoured, prior to the State's work on STH 73.

    • Resurface River Road south of CTH G.

    Long Term

    • Develop funding/capital improvement plan for local road construction and maintenance needs.

    • Resurface East Schofield Ave. (State Hwy 73 to Crocker Ave.), Eaton Ave. (Schofield Ave. to Begley St.), Reese St., South White St. (Schofield Ave. to Central Ave.), Begley St. (Eaton Ave. to the Elementary School), North Andrews St. (Division St. to Begley St.), Miller St. (Andrews St. to Crocker St.), School St. (State Hwy 73 to White St.), Division St. (State Hwy 73 to Hendren Ave.).
