  • Section 1.7 of the Clark County Inventory and Trends Report summarizes general issues and opportunities of countywide significance. Regionally, planning issues and needs were discussed during the "Plan for Planning" phase of the Clark County Comprehensive Planning Process. The effort included the facilitation of ten (10) regional meetings held throughout the county during February and March 2000. The meetings included elected officials and plan committee and commission members from each community. The City of Greenwood was part of the Region Five (5) meeting which also included the Towns of Hendren, Eaton, and Warner.

    The top local issues identified in the region included:

    • Prevent agricultural and non-agricultural conflicts in rural areas

    • Control residential housing — where and what kind

    • Preservation of agricultural land

    • Attract business and industrial growth

    • Townships should have zoning ordinances

    The top county issues identified in the region included:

    • Enforcement of uniform sanitary codes

    • Need for more public involvement/input

    • Enforcement of ordinances

    • Have county take over maintenance of 26 road[s]

    • Water quality — private sewage, public sewer

    • Environmentally sound land use planning

    • Need "better" roads so they don't have to be posted

    • Preserve county lakes

    Additional topics specific to the City of Greenwood were also discussed throughout the course of developing the City of Greenwood Year 2025 Comprehensive Plan. Some specific issues and opportunities identified included the following:

    • Identify location(s) and develop infrastructure to accommodate future residential lots.

    • Work with local Amish Elders on accommodating horse and buggy transportation issues.

    • Continue to investigate the feasibility of school program and district consolidation.

    • STH 73/Main Street improvements.

    • Job retention and expansion.
